Thinking in Systems in Public Health

The Centers for Disease Control and Prevention promote the concept of Thinking in Systems. Thinking in Systems (TiS) is an approach to support our thinking more effectively about the complex issues that we face as part of our practice. Specifically, the CDC breaks this approach down into 5 areas:

  1. Identifying Systems Problems
  2. Thinking Dynamically
  3. Getting Operational
  4. Expanding the Boundary of Inquiry
  5. Looking for Feedback

This exercise will review the CDC Policy Process and go into more depth on TiS and it’s relationship to the elements of the Policy Process. You should submit this as a discussion board post and be prepared to discuss it in breakout rooms.

Part 1:

Familiarize yourself with the CDC Policy Process: Problem Identification, Policy Analysis, Strategy and Policy Development, Policy Enactment and Implementation (https://www.cdc.gov/policy/polaris/policyprocess/index.htmlLinks to an external site.).

Part 2:

Review the TiS framework. Use the menu on the left side of the page to move through the following 5 areas, providing examples along the way (https://www.cdc.gov/policy/polaris/tis/index.htmlLinks to an external site.).

  1. Identifying Systems Problems: Provide an example from your own work, or an example that you are aware of, of a Systems Problem.
  2. Thinking Dynamically: Use what you know about a public health issue to sketch your own graph. You can take your best guess about what you think is going on, even if you don’t have data. What questions does this raise for you? (Sketch on paper, take a picture and upload to discussion board).
  3. Get Operational: The concept of Stocks and Flows is core to TiS. Provide an example from your own work, or an example that you are aware of, of Stocks and Flows. Draw a diagram and write a paragraph explaining the stocks and flows example. (Sketch on paper, take a picture and upload to discussion board).
  4. Expand the Boundary of Inquiry: Go into the stock and flow diagram that you created and redraw the diagram expanding on it. Explain this expansion in a paragraph. (Sketch on paper, take a picture and upload to discussion board).
  5. Looking for Feedback: In TiS, feedback is in the form of feedback loops. Provide an example from your own work, or an example that you are aware of, of a positive feedback loop and a negative feedback loop.
