According
to Miskesell, a government should levy a retail sales tax only if it
intends a broad-based levy on household consumption expenditure
(Mikesell, 2014). Taxes should apply to all expenditure for personal
use, and not to transactions involving use in business activity
(Mikesell, 2014).The matter of sales taxes being equitable for revenue
is being challenged by technology, economic change, and political forces
in three ways (Mikesell, 2014):

  • Sales taxes continue their traditional structuring as taxes limited to the purchase of tangible personal property
  • States
    remain shackled by the physical presence rule in their efforts to
    include purchases made from remote vendors in the tax base.
  • State legislatures themselves gnaw away at sales tax coverage by more and more household consumption exemptions.

Because
of these challenges, government face an important policy choice: to
seek to preserve the sales tax as a viable and defensible revenue
alternative for distribution shares of the cost of government services
or to seek revenue options other than the sales tax to finance these
costs (Mikesell, 2014).

Property tax

Property
taxes are imposed on personal property and the value of real estate.
The government imposes these taxes, and they normally occur on a
recurring basis. However, these kinds of taxes are subject to
fluctuation depending on the judgment made by the governing authority
(Mikesell, 2014, p.489). Under certain circumstances, property taxes can
act as a virtual benefit charge in that land values will respond to the
level and quality of public services provided. On the other hand, it
can lead to a high cost of accurate valuation and the political
difficulty of enforcement (Mikesell, 2014).

Tax Equity

I
personally don’t think taxes are fair. There is already a price for a
specific item, product, or services, why should there be an additional
cost to buy something. It’s like saying you have to pay to buy things
and have things. Also, your financial status depends on how much taxes
you pay for certain things. Even though I think taxes may be unfair, I
know there is a good reason for them. Therefore, tax equity coexists
with the government’s need to collect taxes by allowing the government
to provide services through the collection of taxes. Taxpayers who earn
high incomes have high taxes and those who earn low income have low
taxes, which help the government to distribute wealth equitably.
