Total Army Analysis and the Army Plan

The Army plan (TAP) is composed of five documents; The Army vision (AV), Army strategy (AS), Army planning guidance (APG), Army planning memorandum (APGM), and Army campaign plan (ACP). TAP receives its guidance and direction from national strategies which are the National Defense Strategy (NDS) and the National Military Strategy (NMS). The purpose of the AS, section II of TAP, is to articulate a strategy that directs how the Army will fulfill its Title 10 responsibilities and additional statutory requirements over a 10-year time horizon (United States War College [USWC], 2021, p. 2-22). The AS directs Total Army Analysis (TAA).

TAA drives the force structure change process in meeting TAP to address current and future requirements through a two-phase process of qualitative and quantitative analysis. TAA is a three-phase force structure analysis process that defines the required Army force structure within end strength and accounts for the military and DA Civilian requirements and authorizations necessary to comply with DOD guidance (USWC, 2021, p. 3-24). TAA phase one is capability demand analysis.

Phase one utilizes modeling of directed force, rotational analysis, lessons learned, combatant command (COCOM) requirements, and current operational requirements to assess operational force (OF) capabilities against required authorized end strength. Senior leaders use phase one assessments to determine the ideal blend of forces within the authorized end strength. TAA transitions to phase two once Army Senior Leaders (ASL) approve the capability demands.

TAA phase two is the qualitative analysis of resourcing and approval. ASLs will determine acceptable risk levels to capability demands. TAA phase two synchronizes capability demands to the current force structure which identifies critical gaps. TAA phase two provides force-shaping recommendations. The final product of the TAA is the Army program objective memorandum (POM) Force. The POM Force meets the projected mission requirements with acceptable risk within anticipated total strength and equipment levels. (USWC, 2021, p. 3-29). The Army Structure (ARSTRUC) is the approved POM Force.

The 2018 NDS and NMS both identify the need to achieve an advantage in all domains. Strategic guidance and direction lead to the Army allocating resources and assets to the multi-domain training and operations. A key example is the 2022 reactivation of the 11th Airborne Division to conduct multi-domain operations.
