Question 1:

As covered in the Mod 1 lecture materials, and as covered in Chapter 1 of Rossi, et al., the field of program evaluation covers a broad range of activities and purposes. After having gone through the lecture notes and the unit readings, how would you define program evaluation as a professional field? What do you think the key purpose (or purposes) is, and what is the key value, for public sector agencies conducting evaluations?

Question 2:

In Chapter 2 of the Eller, et al. text, the authors outline a discussion of evidence-based practices or management in the public sector. How would you define the concept of evidence-based practice or management? In your own professional experience, how often is sound evidence-based decision-making in public organizations? What factors tend to promote or inhibit such practices?

Question 3:

The Howlett text is an extended explanation of the idea of policy design. From your reading of the first couple of chapters, please address the following: how would you explain the concept of policy design? How does a design structure matter to policy or program performance, in your view? And can you provide an illustration of a critical policy design issue from your own area of experience or expertise — and whether that structure was sound or not – and how it mattered to real world practice?
